Ruth Elnora Council, 69, of Shoulders Hill Road, Suffolk, VA, transitioned on Sunday, September 20, 2026 at Sentara Belle Harbour.

Ruth E. (Nora) Council, 69, peacefully departed this life on September 20, 2026, at Sentara Belle Harbour Hospital in Suffolk, Virginia. She was born on August 2, 1957, in Nansemond County, Virginia, to Mrs. Ruth S. Council and the late William Council. She was also preceded in death by her brother, Harry L. Council.

Ruth was a private and prompt individual who was a woman of few words, but when she spoke, she spoke her mind. She had a quiet strength and a genuine way about her that those who knew her will remember fondly. She loved family gatherings and treasured spending precious time with her mother, especially before her health began to fail. Ruth enjoyed watching old Christmas stories and classic television shows, finding comfort and joy in the simple things she loved.

Ruth was a graduate of John Yeates High School and was employed with Newport News Shipyard for more than 20 years.

Most importantly, Ruth loved the Lord. She was a dedicated and faithful member of Oak Grove Baptist Church for more than 40 years, where she faithfully attended until her health no longer allowed her to do so. Throughout her years at Oak Grove, Ruth served faithfully in many areas of ministry. She was a member of Class #4 Sunday School, where she served as secretary, and she was also a member of the Mass Choir, Women’s Ministry, Hour of Power, Feeding Ministry, and Senior Citizens Ministry. Her commitment to the church and her willingness to serve were a meaningful part of her life and legacy.

Ruth leaves to cherish her precious memories her beloved mother, Mrs. Ruth S. Council; her precious and only child, LaToya Council of Chesapeake, Virginia; her grandchildren, Arieal Toyea Council-Bellamy (Raaquan) of Suffolk, Virginia, Dajhshanea Evans, and Antwan Stukes of Chesapeake, Virginia; and her great-grandson, Legacy Bellamy of Suffolk, Virginia, who was her heart.

She also leaves to cherish her memory two sisters, Betty L. Council and Cora C. Allen (Timothy), both of Suffolk, Virginia; and three brothers, James Council (Muriel) and Larry Council, both of Suffolk, Virginia, and Lonnie Council (Marie) of Hampton, Virginia.

Ruth also leaves behind a loving clan of nieces, nephews, cousins, friends, and extended family members who will carry her love, memories, and legacy in their hearts.

Though she will be deeply missed, Ruth’s life was a blessing to those who knew and loved her. Her quiet presence, faithful service, love for family, and devotion to the Lord will remain a cherished part of her legacy.

Ruth will be deeply missed, forever loved, and never forgotten.

A celebration of life will be held 12:00 pm, Monday, September 28, 2026 at Oak Grove Baptist Church. Ms. Council will be laid to rest at Carver Memorial Cemetery. The family has entrusted Crocker Funeral Home, Inc. with services rendered with dignity, compassion, and care.
